TROUSER’S, MAN’S WOMAN’S
(WINTER WEIGHT)
The General Services Administration has authorized the use
of this commercial item description.
This commercial item description covers requirements for winter weight uniform trousers to be worn by male and female personnel of the Federal Protective Service.
Salient characteristics:
The trousers shall be made using uniform patterns from 55 percent polyester/ 45 percent wool, 2-ply, navy blue serge fabric (Raeford 3917-1807 or equal). The fabric shall meet the minimum performance requirements and test methods in Table I. The issue of the test method in effect on the date of the solicitation shall be used to determine compliance with the stated requirements.

Style. The trousers shall have a plain front with two quarter top pockets, and two back hip pockets. The left back hip pocket shall have a tab to button. The trousers shall have regular width (not flared) bottoms. The men’s trousers shall be available in waist sizes 28 through 54 with even sizes only between 38 and 54. Men’s trousers shall be available with finished or unfinished bottoms, as specified. When finished bottoms are specified, the trousers shall be hemmed in accordance with normal commercial practice to finished inseam lengths of 29 through 36 inches. The women’s trousers shall be available in sizes 6 through 24.
Pockets. For pockets, any dimension enclosed in parentheses ( ) applies to women’s trousers only. The front pockets shall have a minimum opening of 6-1/2 (5-1/2) inches, and be at least 6 (5-1/4) inches deep from the bottom of the opening. The front pockets shall be stitched, turned, and topstitched, and for reinforcement, shall be bartacked at the top and bottom of the openings. The back hip pockets shall be the double welt type manufactured on a Reece PW machine, with interlined welts and bartacks at the ends of the welts. The back pockets shall measure at least 6 (5) inches from bartack to bartack and at least 6 inches deep. The pocketing fabric shall be a plain or twill weave fabric of at least 50 percent polyester and the remainder cotton or rayon, and shall harmonize with the color of the trouser fabric.
Waistband and belt loops. The finished waistband shall be 2 + 1/8 inches wide so as to accommodate a 1-5/8 inch belt, and shall close with a crush-proof hook and eye with the eye stitched or bartacked for added strength. The waistband shall be the continuous closed type and shall contain waistband stiffener to prevent roll over. The waistband curtain shall be a plain or twill weave fabric of at least 50 percent polyester and the remainder cotton or rayon, compatible in color with the trouser fabric, and shall have a 3-strand rubberized stitch insert to insure that shirts remain tucked in. The waistband curtain shall be attached to the trousers with a zigzag stitch. There shall be at least seven belt loops measuring 3/4 + 1/8 inch wide, made from a double thickness of trouser fabric. All loops except the center back loop shall be sewn into the bottom of the waistband and shall be caught in the zigzag seam which attaches the waistband curtain. The center back belt loop shall be bartacked.
