CAP, CIVILIAN, UNIFORM
The General Services Administration has authorized the use of this commercial item description.
This commercial item description covers requirements for uniform caps to be worn by male and female personnel of the Federal Protective Service.
Salient characteristics:
The civilian uniform cap shall consist of the cap frame with ventilated frame band, a summer top, a winter top, and a detachable braid to slip over the ventilated frame band.
The cap frame shall consist of a frame band visor, front support, and 3/4 + 1/8 hollow nylon grommet to maintain the shape of the cap top. The frame band shall be a 100 percent nylon mesh measuring 2 + 1/8 inches wide with black vinyl binding around the bottom. A metal plastic front support shall be attached to the frame band to maintain the cap in an upright position and hold the badge. The height of the front support combined with the width of the frame band shall be 3-3/4 + 1/8 inches. The visor shall be black, imitation patent leather on top and embossed hatter’s green leather on the underside. The visor shall be rounded in the front and measure 2 + 1/8 inches wide at the center front. The cap frame shall be provided with a front snap with flange to secure the cap to the frame. The cap shall have black, 3-ply, rayon, twisted cord trim attached to the frame band with two 25 line gold army buttons. The cap shall have a genuine leather sweat band, brown or black in color.
The cap shall have a detachable black winter braid band measuring 1-1/2 + 1/8 inches wide to cover the ventilated frame band for winter wear. The bands shall have elastic in the back to fit all cap sizes.
The summer cap top shall be made from 55 percent polyester/45 percent wool, 3-ply navy blue, tropical weave fabric (Raeford 573-30 or equal). The winter cap top shall be made from 55 percent polyester/ 45 percent wool, 2-ply, navy blue, serge fabric (Raeford 3917-8107 or equal). The fabric shall meet the minimum performance requirements and test methods in Table I. The issue of the test method in effect on the date of the solicitation shall be used to determine compliance with the stated requirements.

The cap top shall round in shape, measuring 11 + 1/8 inches from front to back and 10-1/2 + 1/8 inches from side to side on size 7-1/8 other sizes to be in proportion. There shall be round piping made from the cap top fabric around the cap top. The top shall be lined with black rayon twill fabric having a plastic sweat shield with a holder for identification tag. The cap top shall be provided with five metal grommets; four to be vent grommets located two on each side, and the remaining grommet to be centered in the front of the cap 1 + 1/8 inch above the band.
The caps shall be available in sizes 6-1/2 through 7-3/4, and each cap shall have a size tag.
Workmanship. The cap top shall be free from any defects such as holes, tears misweaves, spots, uneven dyeing, loose or skipped stitches, etc., that would affect appearance and serviceability.
