COMMERCIAL ITEM DESCRIPTION
SHIRT, MAN’S AND WOMEN’S
(LONG OR SHORT SLEEVE)
The General Services Administration has authorized the use
of this commercial item description.
This description covers requirements for long and short sleeve shirts to be worn by male and female Federal Protective in the Presidential Libraries.
Salient characteristics:
The shirt shall be made from 65 percent polyester/35 percent cotton permanent press poplin (Klopman’s 5-oz poplin, color 0624 ice blue or equal), which conforms to the breaking strength, dimensional change after pressing and laundering, and colorfastness to laundering, perspiration, and light requirements of ASTM D 3477.
The Issue of the ASTM standard In effect on the date of the solicitation shall be used to determine compliance with these requirements.
The long sleeve shirts shall be coat style, form fitting, with dress style collar and band. The fronts shall have seven buttons with corresponding buttonholes, including one button and buttonhole in the collar band. The fronts shall have a 1 + 1/8-Inch turnunder to be stitched down on the button side. The short sleeve shirt shall be coat style, form fitting, with a convertible collar. The fronts shall have turnback facings measuring 3 + 1/4-inch wide. The convertible collar shall fasten in front with a button and buttonhole, and there shall be six additional buttons and corresponding buttonholes down the front. The buttons shall be 19 ligne, white, pearlized buttons.
The shirts shall have two pointed bottom patch pockets, one or each front. The tops of the pockets shall have a 1/2 + 1/8 inch wide hem. The pockets shall be stitched to the fronts with reverse “V” tacks at top corners for reinforcement.
The shirt back shall be reinforced by means of a lined yoke. The yoke shall be topstitched on the outside.
For long sleeve shirt, the collar shall be a banded, cross style collar with points measuring 2-1/2 + 1/8 inches for long in the front. The width of the collar in the back shall be 1-3/4 + 1/8 inches, and the width of the stand in the back shall be 1-1/2 + 1/8 inches. For short sleeve shirts, the collar shall be interlined for body and shape retention, and shall have permanently attached collar stays.
The long sleeves shall be one-piece with placket openings and one-button cuffs. The top placket shall measure 1 + 1/8 inch wide and shall be pointed at the top. The bottom placket shall measure 1/2 + 1/8 inch wide. The placket shall measure 6-1/2 + ¼ inches from the cuff to the point with a 5 + 1/4 inch opening. The cuff shall measure 2-5/8 + 1/8 inches wide and shall be interlined for body and shape retention. The cuffs shall have rounded corners, and shall fasten with a button and buttonhole. The short sleeves shall be one-piece, with a hem measuring 1/2 + 1/8 inch wide. The length of the short sleeve shall be in proportion to the shirt size.
The bottom of the shirt shall be finished with a continuous closed hem measuring at least 1/4-inch wide. Men’s shirts shall be available m neck sizes 14 through 19- 1/2 and long sleeve lengths 31 through 36. Women’s shirts shall be available in even sizes 4 through 24.
Workmaship. The shirts shall be free from any defects such as holes, tears, misweaves, spots, uneven dyeing, loose or skipped stitches, etc., that would affect appearance or serviceability. All stitching shall be done with spun polyester, or spun polyester and cotton, thread matching the fabric color with 10 – 14 stitches/inch. The collar and cuffs stall be topstitched 1/8-inch from the edge. Sleeving and closing operations shall be overlooked with safety stitch. The collars, bands, and pockets shall be die cut to insure uniformity. The finished shirts shall be completely pressed and folded in accordance with normal commercial practice. All edges shall be either turned under and stitched or overedge stitched so that no raw edges are exposed.
